Lisbon Airport Expansion Plan

LISBON AIRPORT
 
The Lisbon Airport Expansion Plan is ANA’s priority project for the 2006-2010 period. The plan’s main objective is to increase the airport’s capacity in order to meet current and forecast short and medium-term traffic growth. This will be achieved through the construction and commercial operation of new infrastructures, redelineating purpose-specific space inside the air terminal and the expansion of the retail areas.
 
The objective of this investment, besides seeking to create the conditions that would permit 16/17 million passengers to be processed per year, is to increase the levels of quality, comfort and safety inherent to the service provided to our clients.
 
The total forecast investment is about EUR 380 million. The most significant projects include the following, which are already in progress:

Increased capacity
 
• The increase in the number of aircraft parking stands, from the current figure of 51 to 64.
o New Aircraft Aprons: South and Southeast
 
• Improvement works to taxiways, in order to optimise runway capacity.
o The expansion of  India and Whiskey taxiways
o The construction of a new taxiway - Yankee (between G1 and M1 taxiways)
o Freeing up the taxiways used for testing engines by means of the construction of an apron with run-up position (Multi-purpose Apron)
 
•  Thirteen new boarding gates with passenger loading bridges:
o New North Pier – seven boarding gates for Non-Schengen flights
o New boarding gates - A24, 25, 26 - for Schengen/Non-Schengen flights
o Extension of South Pier – three new boarding gates for Schengen flights
 

The extension of the air terminal to the north, through the construction of the new pier will cause Eco platform to be provided with a new lay-out, adjusted to the seven stands for wide body aircraft that will serve the pier’s boarding gates.
 
It will also be necessary to construct a new lay-out for the fuel supply hydrant network due to the new positioning of the aircraft.
 
• The extension of the luggage handling infrastructures, in order to achieve the planned processing capacity of 4,300 pieces of luggage/hour, as compared to the current processing rate of 1,800 pieces of luggage/hour.
 
• Increase the area set  aside for cargo/storage from the current area of 13,000 m2 to approximately 23,000 m2
o The new cargo complex is located west of runway 03/21, close to threshold no. 03, in the area between the service road and Av. Santos e Castro road, with access to this public highway. The new cargo import and export processing infrastructures will provide substantial improvement to the current operating conditions. The work on the infrastructures will also provide the opportunity to perform the logical reorganisation and realignment of the access routes and support services associated to a cargo terminal.
 
Modernisation of the existing infrastructure
 
• Improvement to levels 5 and 6 of the air terminal
• Remodelling work in the arrivals hall and the former check-in hall
• Extension of the luggage reclaim hall
 
 
Increase of the area set aside for retail facilities
• Remodelling/reorganisation of existing retail areas
• Creation of around 1,700 m2 of retail area in the extended areas of the air terminal.
 
Energy Support Projects forming part of the Expansion Plan
• Remodelling the medium voltage network and new power feeds to the airport
• New thermal power stations and the refurbishment of the cooling and heating plants

FRANCISCO SÁ CARNEIRO (PORTO) AIRPORT

 
New Control Tower – Construction

The project which will develop and expand the new control tower is directed toward the fundamental goal of improving the operational conditions of the facility and adding to the overall enhancement of facility functions.
This initiative resulted from the need to demolish the current tower, which is located in an area earmarked for the new air terminal. This investment initiative consists of the construction of the new control tower, which will include, concurrently, the building of new special facilities, infrastructures and associated exterior networks as well as new access points to the building.
The expected date for completion of this project is 2006.


Air Cargo Logistics Centre / Logistics Platform – First Phase
 
The building of an air cargo logistics centre / logistics platform at the western end of runway 17/35 is an infrastructure featured as an integral part of the Building Plan Directives (Plano Director) of the airport. In its initial phase, construction will take place in three distinct areas: the operations area, the construction of buildings in the freight receiving area, and the access area for ground vehicles to park.
Other aspects of the construction will involve the levelling and grading of the terrain, adding drainage networks, installing appropriate illumination and signals for both day and night activity, adding water and sewage networks, and putting up signage and other infrastructures.
The expected date for completion for the first stage of this project is 2006.


Training Grounds

The construction of training grounds stems from the need for a more ample space in which various fire brigades, both internal to the company and external, will have the opportunity to perform readiness exercises. In this way, infrastructure preparedness will meet the needs of our target-public.
The expected date for completion of this project is 2007.


Air Cargo Warehousing and Equipment
 
Bearing in mind that the 1st phase of the air cargo logistics centre / logistics platform, as stipulated in the Building Plan Directives (Plano Director), will be completed in the near future, we then turn our focus to responding to the needs of the travelling public and/or the airport itself. With a view toward strengthening logistical capacity, an infra-structuring will take place within the physical boundaries of the airport in the North/East quadrant, which will call for the building of a warehouse to cover an area of 3,000m.
The expected date for completion of this project is 2007.


Compatibility of Road Access Structures, as stipulated in the Building Plan Directives (Plano Director) for the Francisco Sá Carneiro Airport, with road networks in the Municipal District of Maia

This project stems from the necessity to reorganise landside road access in order to better connect the airport’s new emergency services and technical facilities complex, which is made up of the Fire Fighting Service (Serviço de Luta Contra Incêndios - SLCI) and general maintenance. This project must also deal with traffic snarls and other movement problems arising from the road which connects to the tunnel on the east side, referred to as the Rua da Fábrica, notably addressing how an area of land that belongs to the airport is cut off from other operations areas of the airport. A wide range of solutions are being discussed with the City Hall of Maia to resolve these problems.
The expected date for completion of this project is 2006.


Demolition of Provisional Check In and certain Exterior Structures
 
This Project calls for the demolition and dismantling of the provisional check in area (to remain in operation until the opening of the new check in concourse in the passenger terminal), as well as a new functionality for the former hangar building (taken down when manoeuvring spaces was needed for workmen airside). This is to be done in an area to the east of the airport terminal and will include all necessary related smaller constructions.
